The RVII is on par with an RTX 2080 and/or GTX 1080 Ti in both DX11 and DX12. From AMD's keynote in January:

The nice thing about it is the 16GB of VRAM, but most multiboxers probably don't really need that.

The launch is also in very low quantity, at least in some regions.
