I wonder if there comes a point when repeated ganking officially becomes reportable physical harassment, even on a PvP server.

If the same level 70's are repeatedly tracking you down and ganking your lowbie multibox team, no matter where you go, then they're clearly out to spoil your game. Would Blizzard act on this once it has gone on long enough?
I've seen them take action, but only when it goes FAR FAR FAAAAARRRRR beyond anything described here. As in weeks, tracking down your alts too, and crossing into straight out harassment. If you really feel you have no options, report. They'll most likely say they can't help... but they'll be aware, and if it goes into flat psycho category, then they'll be better able to help you.

Honestly most of the things here are on a level I've run into even when only running one toon, for no apparent reason. I had one rogue follow me for two days whenever I logged on, and after signing on a horde account to ask, there wasn't any reason - not that it stopped him. It's not uncommon for me to run into a jerk that goes beyond the random few ganks every two weeks or so, multi or not.
