Threat modifier from skittish is -80%, 0.2*10=2. So with skittish you only do 2x threat.
Basically a DPS can do up to 2x damage what tank does to a target without pulling aggro.

Yeah, I get the mechanical application, what I don't understand is how changing this as noted would provide increased fun for players across encounter/instance types.

For those of you that raided back in Ye Olden Days, if a tank lost aggro, would it run around and one-shot everyone but tanks?

It isn't my job as a tank to watch my threat. It isn't a DDs job to watch it's threat either.
If it is part of the boss mechanic - okay - otherwise I prefer snap aggro.

My job as a tank is positioning the mobs right, watching boss abilitys to move out of, move into, turn the boss, run away or counter with my cooldowns while using abilities to reduce the damage I take while watching out for adds to bind them on me. That is my job, not fighting for aggro against the DDs.

Usually: one mob in a raid that is not caster would one-shot everything that was wearing cloth and two-shot everything that isn't a tank.

I remember when I did heavy raiding in Cata that there was always a 2 or 3 second wait for dps to let tank get agro unless you wre a rogue or hunter that could tricks the tank. But yes, Lose aggro and your dps was one shot.

And i feel like it maybe isnt so much aimed at fun as to increase the difficulty of some encounters. The big problem is that Ive noticed in my limited dungeoning leveling up and at 110 is that tanks face-roll pull entire instances while dps can go full bore and not get aggro. Obviously, I dont think Blizz intended this. This especially makes sense in my mind now that mythic dungeons are going to be a competitive part of the MLG WoW scene.

And relating to OP's question. Im currently perusing 1 mixed team Encompassing the 5 classes I feel like I will want to play most in BFA (Lock, War, Sham, Dk, Druid) and on them I have all the professions I want. This will allow me to grind, gear up, and gain rep with factions if needed for recipes. I will likely level up my 4 other dks and a druid to do my farming. I like to play solo in addiditon to multibox so that why I went for the mixed team instead of the single class spam, though 5 120 blood dks sounds fun.
