Setting inactive regions

I don't want my game resolution synchronized

What I want is to be able to see all my other windows

Just in case there was any confusion, because it almost read like it, the two above statements are not synonymous with each other.

I only want regions 1 and 14 to be intractable. If I want to move to the character on region 2, I want to click that region and have it swap into region 1.

The behavior you describe is the default behavior, so what isn't working?
