Go to "Manage Account" on the WoW website. Click on paid transfers and it's basically like a regular transfer except that you're transferring to a different account rather than to another server.
You also get the opportunity to move accounts and server in the same transaction (only pay once) - which is very useful if you have a few alts on different servers from your solo boxing days
