With the new quest xp changes I think its very valuable to do all of the quests in Silithus. The zone is empty, not particularly large, and should be worth at least a full level in quest exp.
I did a few of the quests there, but I have to be honest... there are a LOT of collection quests in that zone. It is a major pain in the butt... especially since 2 major collection quests open up a large chain of quests.
