Boxing Software Issues SWG

I am trying to get any of the boxing software to work with Star Wars Galaxies, playing on an emulator server where I plan to 3 box. All I need is it to send keystrokes to the other windows when they aren't foreground, no need for mouse or even to see the windows. When I try to use HotKeyNet the window claims it is finding the windows and sending the command to them, but the windows don't do anything, even the foreground window when i call it by name doesn't work, only if i use SendFocusWin. If anyone can help me with settings/macro to get this working I would be greatly appreciative.

Update: Using PwnBoxer I can get both windows booted up and controlled by the boxes in the UI, and i can even have it type my password in both screens at same time, but as soon as im in game those same keystrokes stop working... only the window im selected in registers the key press.
