You can have 8 wows on one battle.net now... so yes you can run 4 in Legion if you have 4 copies of Legion.. you can run 4 from starter editions or the base game too.. starter is to level 20.. the base edition is to level 100

Yes its the same user/password but each will be named wow1, wow2.. so you will select those in the drop-down menu.
