I just want to point out to the foxflower farmers the benefit of phasing to another server.
TLDR; when you are farming on someone elses server phase, things like foxflower (fox) spawns are 'personal loot'. Nobody but you will see the spawns.

Check before inviting your team to the same party, you'll likely be in different CRZs, increased chance of finding him. May even be able to log off and on a few times and find him in a different CRZ.

I've seen him a few times, standing on the stool to the right in the toy shop.
