Can IsBoxer run in 32 bit?

ISBoxer is already a 32-bit program, but I imagine you meant can Inner Space launch 32-bit game clients. The answer to that is yes, as the majority of game clients for games that people multibox are 32-bit.

Is there any performance gain perhaps?

Unlikely.
