Umm... Am I missing something? It appears their stance is fairly clear.

From the first link you provided (which is chronologically later:

  • Multiple accounts are allowed
  • A single person can be logged in with more than 1 character at once, but only 1 of those characters can be engaged in PvP, PvE, gathering, trading or any other activity that interacts/competes directly with other players
  • Example 1: if you have 1 character doing some afk refining in town, while you kill some mobs with another character somewhere else, this is okay.
  • Example 2: If you use 1 character to scout in PvP zones while the other character is part of a battle group, that is not okay and would result in your accounts getting banned.
  • Any form of multi-boxing or botting is strictly prohibited and will result in an instant ban
  • For the avoidance of doubt, it is absolutely okay for multiple people, who are in the same household or share the same IP address, to play together, each with their own account
  • For the avoidance of doubt, sharing a single account with other people and giving other people access to your account is not allowed
You can only be in direct control, or even logged on and active (for the most part) on a single account at once. I don't see how there is much question on whether or not you can truly multibox the game within that kind of a rule set.

Fair enough though. Atleast they've given a clear stance on the matter.
