World of Warcraft only uses DX11 or DX9, and it does not use DX12 at this time. The fact that Windows 10 supports DX12 just means that it supports it, and and nothing else. There are currently no games on the market that run off of DX12, and just because a game doesn't support it, doesn't mean that it's automatically incompatible with the OS seeing as it would be silly for W10 not to support other levels of DX when the entire market is filled with those games/programs (i.e. backwards compatibility with DX has existed for quite some time).
As for the fishing bobber glitch... I don't know. It almost looked like a corrupt texture on just the bobber, so my first guess would have been a, possibly, corrupt file in your WoW folder. You also said freezing, but again, that could be all kinds of things depending on the install, settings, hardware load, the fact that your panels use 144MHz, an outdated add-on, software running in the background, or whatever else. Saying, "I get freezes from time to time," is just too broad of a statement to base anything off of.
