With regards to Pascal, personally I feel like it's too early to say anything definitive. We know it's going to exist, we don't know exactly when or what it will be, let alone pricing. The new generation of NVIDIA GPUs could be just like the latest Intel chips, a marginal increase for an extra hundred bucks (I know I'm writing this from a machine running a 6700k, don't judge me).
There could be production issues, meaning the card you want from Pascal could be totally unavailable or selling at double retail price because of scarcity. There can be driver issues, etc. Who knows. It's the pain of being an early adopter. On the upside, the EVGA cards have a nice trade up program, so potentially you can get into a Pascal card assuming it meets their criteria at the time of release. Having said all of that, I'm holding off on getting a second TI specifically because of Pascal. But I wasn't about to hold off on having a computer in the first place while I waited, I wouldn't expect others to either.
I personally prefer the 390 over the 970 at this price point, but that's personal preference due to running a 4k monitor and loads of mods when I do play a game like Skyrim that can leverage all that vram.
