Er nope I found out actually, it's Slow Time + Time Warp, the +15% damage thing. Silly me.

Watching that nice video again, I believe that the 2nd Mage is a Delsere's. He uses Slow Time, Energy Twister, Electrocute, and meteors never come from his side.

I'm not 100% sure that this combo is better than 2x Tal Rasha dudes, since the Delsere's set buffs (greatly) only self spells, but not the spells of the other Wizard (except for the +15% of Slow Time + Time Warp). But, since this works in GR 63, I might be wrong
