You shouldn't be able to interact with a bobber that's not your own and it's very rare that all of your bobbers will land in a pile. Even if they land on close like in this screenie they are still separate enough to IWM without pulling up the other slave lines. With practice, you'll get a feel for where to place the mouse to even hit just one out of the 2 that are overlapping.
If they're really close, you can also wait until the second bobber gets a hit and pull them both together.
As far as turning off Click to Move, you shouldn't need to for fishing unless you keep picking up mobs from the mouseover.
I just popped in to double check some of this stuff and it looks like {judging from my trial account} and CtM doesn't trigger from fishing, but it does trigger with gathering and the like. If you're using that, you might want to throw in the macro for turning off click to move when you call your SetView macro.
