wow is CPU bound. look at your CPU usage, not your GPU.

A machine with quadruple that power would get a crappy frame rate with those settings in the area you standing (Vale of Eternal Blossoms). Cant be done... don't run ultra on any of the clients, especially not shadows or max view distance. The amount of CPU calculations becomes exponentially higher just for those two settings alone.
