One more note, think strongly about putting penance into your dps rotation. It generates atonement just like smite and holy fire. I just ran a quick experiment for you and in a one minute test period (probably about as long as any elite should live), 37% of my damage came from smite, 36% from penance, and mindbender 15%. Penance is higher DPS than smite and thus slightly stronger atonement. In an outdoor situation you really shouldn't have to save it for healing the tank. But its all about what you are comfortable doing. Even in raids I only use my penance to directly heal 10-20% of the time.
