The thread you linked sounds like someone repeatedly failed verification checks from a GM. Here's someone who was mistakenly banned and then given her accounts back:

There's also people on the official forum that have claimed to multibox themselves, but there is no official announcement that multiboxing is or isn't allowed. I know a few people that meander into the ISBoxer forums looking for support a few times a year, but none of them ever report back with a ban. I doubt NCSoft is going to come out and give an absolute crystal clear answer on the matter because, well... it's NCSoft.
