Here's the definition of a subscriber from one of their press releases:

World of Warcraft subscribers include individuals who have paid a subscription fee or have an active prepaid card to play World of Warcraft, as well as those who have purchased the game and are within their free month of access. Internet Game Room players who have accessed the game over the last thirty days are also counted as subscribers. The above definition excludes all players under free promotional subscriptions, expired or cancelled subscriptions, and expired prepaid cards. Subscribers in licensees' territories are defined along the same rules.
So, if you're not currently within your free month of the game or have an active subscription, then you aren't counted as a subscriber.

Vanity items and mounts are $20 or more. I doubt Blizzard is going to sell free level 90s for that much because they'd have an incredibly high demand. I was thinking more like $35-$40 per level 90, but we'll see.
