Alright, I'll give a more lengthy reply.
Processor isn't as important as you think. EvE is pretty light on cpu. My 9 clients and whatever else I'm running usually sit at 50% on an i7 930. I can't comment on AMD. I use about 8 gigs of my ram. The main part where I choke up is my video card. I highly recommend you save up and get yourself a strong card, unless you want to play the game at a horrid frame rate. That one you linked is a bit on the weak side - there is a reason why its cheap. It would run 1 game just fine, but 14? You've gotta invest in some power to get good results.
