Usually I don't manage procs. Procs management are built into the combat rotations. The same with most of the cooldowns. My configurarion is based on the fundament: 'If it's ready, shoot it!' so any time a boost or proc is ready, it's casted. If the proc depends or optimizes on having x stacks of something or any other more circunstantial condition, a) I try to predict the right timmings and build my rotations based on that. b) If not possible or if it's too important to predict, it goes to the 'do procs' key that commands 'shoot all you have now!!' to everybody.
As shadewalker said, it may look strange but the main healing source comes from Holy Fire and Smite. The more DPS you do, the more healing tank receive. So, sometimes, interrupting the priest dps rotation to cast a couple of Heals on the tank is less dps = less healing = mistake!
I've got my priest geared to optimize dps along with just the needed spirit to keep a reliable mana pool. I almost never use Renew - just on the begining of the fight, togheter with a POM. Always shield up - that's crutial. My priest is casting shield on tank every step of his rotation, so tank is ALWAYS shielded.
Priest uses POH or Flash Healing when tank is under heavy pressure but then, he immediatly resumes the rotation to keep the DPS->healing process going.
So: I use Holy Fire, Smite, Shield, Penance and POM built into the Discipline Priest rotation. Extra healing and cleansing with click bars. Mega-Heal and Panic! on separated hotkeys.
