Lava Burst got quite a buff in the recent ptr patch. On an ilvl 511 ptr char, lvb hits 20% harder than on my ilvl 528 live char. There seems to be a datamined tooltip error that leads to some confusion on several forums, but it definitely got buffed, by quite a lot.
