I'm 99% sure that in 2.3, Sethekk Halls was changed to give Lower City rep through exalted. It's a little better than SL at least.

You know, I think you're right. I remember checking a Rep. calculator sight, and it said like 8 SLabs runs to exalted, and something like 13 for SHalls.
