Well, you're most likely going to be farming it with a high level character who doesn't need anymore levels or experience. Making it BoA let's you give it to a low-level character of yours w/o having to pay an exuberant amount for it from the AH -- Which if it was BoE, then people who didn't need/want the potion for its actual use would then most likely just end up farming it so they could make a profit.

From the drop rate, respawn timer and competition for it, probably better faster to lvl your alt instead of farming this.. shame
