I was under the impression that there was some system that would track how many times you leave your instance after queuing in LFD, if you leave a couple of times you get the punish and you need to build up 'credibility' again. Like when I queue up solo as tank sometimes I leave and I am able to queue again without the deserter debuff, sometimes I just have to wait.
