IWT IWM problem?

I've discovered that if my character doesn't have a valid IWM target (such as a quest item or fishing bobber) she will IWT instead and run back to that handy NPC I have targetted that is a few yards away!

Obviously I can fix this by building in an on keypress clear target, on key up IWM, but I'm wondering if this is a normal problem?

I tried to do some multibox fishing and half my toons ran back to the trainer!

I would guess this is a "feature" so that if you don't have your mouse over something, you can still interact, since it's supposed to be designed to help people with disabilities. I have /cleartarget in my follow key, so I don't personally see this behavior.
