Tailor Cloth Scavenging Windwool cloth

Hi all,
so I just leveled tailoring my tank for boosting in the Deepholm AOE spot. During the tailoring leveling I found that I had to be level 400 in tailoring before scavenging worked for embersilk cloth.
Does anyone know if there is a level requirement for scavenging windwool? Or will level 400 cover all current content?

Covers all content IIRC, at least it did when i was farming skyshards.
