Control Map doesn't work across computers?

Ok so I split up my 10 man team to 2 computers from 1. They launch fine, but I can't turn my keymaps on with the assigned key "Scroll Lock." What is really weird is that Repeater hotkey works just fine and that is located in Control Map which also has the keymap hotkey. Wha? How is it possible that one key works fine and the other doesn't when they are both located in the same Control Map??
