i have optus cable... i researched it a while back and it is the best for me but that was a few years ago
i might give iinet a call if they have a proxy for wow
perhaps you are close to the exchange as the dsl signal degrades the farther you are away... from what i have been told
i will have a look at lowerping as i know nothing about that
