Apparently there are cases where your account and the b.net database can get..."out of sync" for lack of a better description. Changing your password forces things to sync again and may resolve this. I'll admit I heard of this originally when I was unable to get one of my Diablo3 accounts to realize it was past the end of the probationary/trial period and open up full access to trade/bank/etc. Doing this resolved it. I have no idea if it'll work for you but it's worth a shot.

It's not from an account transfer, but I did have full accounts moved between battle.net accounts...

Never worked for me either, on anything lol
