Hypothetically it is possible. I have never done that so I don't know for sure, but I don't see a coding getting in the way of granting levels to an account on a toon that was on a different account. Seems too much of a hassle for bliz to bother with that, so really, giving them 25$ to move your toon to grant more levels i'm sure they don't care about.
