I cant see it either, but I can guess what it says because it happened to me before as well.
He is saying he received the "needy" achievement by rolling 100, but didn't win the loot. But in LFR that happens if you don't receive the role bonus and others do.
It's slightly bad wording on blizz's part. Originally, a "win" was 100, but in LFR they changed the rolls to add 100 any roll made by a player of the proper spec to receive the item, resulting in a true "win" of 200. The Needy achievement was never changed to reflect this, so if you are NOT of the correct spec to win an item, you can still get the achievement for rolling 100, but not win the item.

But you are all correct. Rolled a 100, someone had +rolebonus and actually won the item. I was a little confused for a few moments, looking for the loot in my bags, then scrolling up to see it was looted to someone else. lol
