The bar looks like TitanPanel. Looks like the alpha is reduced so you can see through it...the bags and self buffs look like they are underneath the bar, not on it. The bags and menu are just laid out differently with Dominos.

That one is Bazooka (similar to Titan Panel and FuBar), it has lots of different 'plugins' you can add to it. Some of those icons you can see are just Dominos actionbars placed over Bazooka bar.
