The basic choices are:
A > B > C
A > D > E
The first is great, if you have one existing toon and are adding four new accounts.
This could be true, if you're interested in making a new set of teams on a "boxing" server.
A would boost BCDE; I typically suggest boosting four sets as a baseline, because the cascade granting levels work out perfectly.
C/E get no granted levels, so just the four toons.
B/D get two free toons, and the four boosted toons.
A is the booster, but ends up getting six free toons from granted levels.
And:
A > B > C > D > E
This is good, if you have toons on A already.
Since you're not giving granted levels to A from two different chains.
It gets you the most total granted levels, spread across the team.
Only "E" gets none.
You can also go with two existing accounts.
Call them "A" and "B".
Call the one with the better "booster" "A".
RAF like this:
A > C > D
B > E
And boost with "A"; C/D and B/E each get RAF.
If you want to "balance" them out afterwards.
You can do a paid character transfer.
