Ive only played with 2200-2500 rating exp healers this season. And I gotta say, ele shamans are weak compared to regular comps. With some luck you should be able to break 2000 rating, but that is only if the stars aligne I reforge everything to haste. Close to 1900 haste if im not mistaken.
