Although I didn't get a chance to do a lot of testing, I will second this statement. I started up an EU trial
over on Outland-EU a few months ago and I was able to get 120-150ms (with possibly some peaking
near 200ms in the overpopulated Stormwind) from the midwest area of the states. I was immediately
blown away when I saw how low my latency was across an ocean and I would only urge anyone who
would like to attempt to play outside of their native country to start up a trial in their desired region just
to see what type of latency they can achieve.
Naturally, I would expect the possibility of latency spikes to happen more often (than would normally occur
while playing) outside of your own region. Some people also experience more latency for no apparent
reason when running more than one client and you're always taking a gamble that your ISP, paired up with
other ISPs across the ocean together, are going to give you the desired lower latencies 24-7 (which isn't
always true).
If I could ensure that I would always get 100-200ms across the ocean to Outland-EU I would probably roll
on that server in a heartbeat; however, I'm not sure I could take them all making fun of my American
accent and them constantly calling me an Amerifag... I'm kind of sensitive.

If you were to use an ssh tunnel you could (most likely) achieve even better pings. SSH traffic often gets prioritized over 'normal' traffic. There are a couple of wow specific companies who offer this service for just a few $ a month. 200 ms going as low as 70-80 cross ocean, etc ... obv as you stated there are multiple variables who influence your personal ping. Myself I have a US account for a while now and I play on an east coast server (from within Europe) at 70/80 ms average, using my own tunnel. That is with only 1 account though.
In some of the guilds I'm raiding with we have some americans (they all happen to be from bloody texas btw) who prefer our raiding hours. And encounter mechanics where lag is quite an issue such as (twilight slicer) sinestra or (world in flames) on ragnaros heroic never turned out to be a problem.
