Kinda wondering this myself. WOW has traditionally run a sort of roller-coaster, where for a while it seems as if Blizzard is promoting the stratification of the player base, then they go to the opposite extreme. WotLK was the first expansion where they skipped the first step and opened up the candy store for everyone, so maybe people really believed that they'd do things differently with Cataclysm.
But Blizzard has ALWAYS been about providing more access for more players. Even Vanilla WOW was a much more accessible game when compared to games like Everquest. Blizzard has been very very keen on making it pretty easy to keep up with the Joneses. I don't understand why, every time they hand out more candy, people seem to be shocked. "OMG they're making it too easy for everyone to get stuff!" Yeah, that's kind of what they've been doing for a good five years now.
The only thing stranger than that reaction will be the inevitable reaction from the self-styled "casuals" who will no doubt complain bitterly about how long it will take to get all the gear, and demanding that Blizzard remove the pre-requisites for weapons and shoulders because they "pay our $15 too!!!!"
