To be fair, that's not Play.com selling them but rather individuals listing them on play's marketplace.
Same as people selling second hand copies "used once, havent used it since" on the Amazon marketplace or selling used copies on ebay.

actualy selling game with used cd-key is quite good for those, who have bought digital version of wow. so they can get the box with cds and manual.
