32->36% is about a 700 dps increase in T12 gear, which is a fraction of the 2 piece T12 nerf. Before you come back, I'm losing 6 to 8k dps in my current pve gear, compared live to ptr. It's a good buff for pvp though, actually ele shaman will be about the same in pvp next patch than they are now.
