Wait wait... Paper doll says 4% hit for 85s. Is that wrong?

lvl 85 spell hit cap is 4%. It means that for every class you need to get 4% hit from items/gems/enchants (including spirit converting talents). If you are a dranei, the spell hit cap is still 4%, but you 'll only need to get 3% hit from items/gems/enchants to reach the cap, obviously because you got 1% racial.
