try Action Bar Saver - basically allows you to save your spells and their locations on your bars. i believe the macro placement/location will also be saved but not the macro itself. so what i'd do is create a master general macro list and character-specific (which may be class-specific) on 1 toon and propagate this across the other accounts/toons via copying the macros-cache.txt files on the appropriate WTF\Account\ACCOUNTNAME\ and WTF\Account\ACCOUNTNAME\SERVERNAME\TOONNAME\ folders.
