If you let an elemental cast, they can still hit like a truck. The thing is that you really need the 372 weapons & full gear, that makes such a massive different. And I'm specced into fulmination, definitely when boxing.
I've tried everything in 4.0/4.1, and a full haste build is > full mastery. The paradox is that we both need haste AND mastery. The net gain from reforging into mastery is very low on current tier gear. On my main I run around with a full haste build, literally reforged everything I could into haste (even mastery) and I use Therallion's Mirror as my trinket. That's however a proc since there are no on use mastery trinkets available.
In 4.2 we gonna get the haste buff you refer to from dispelling flame shock. Now in general only decent players know their dispell button. In most situations it's just gonna be better to eat a lava burst than dispelling it and take a shitload of dmg from the 90% haste, cause 5 seconds later the shaman will reapply it and same choice should be made. My point being: I don't expect us to have the haste buff up a lot, unless we get CC'd immediately afterwards. That reasoning + my playing around on ptr makes me believe a haste build is still much betetr than a mastery build. However the good news is that there is a mastery on use trinket available now from quests. That could really make a difference for our on demand burst.
