Spectral Tiger codes can be redeemed for boe in game mount now that you can sell.

Based on those blue posts, they consider it a TOS violation to sell RL items (such as a code which unlocks an in-game item) for in-game gold. They don't consider it a TOS violation on the buyer's end because they don't need to; if players followed the rules none would be available for purchase. And since the buyer takes the risk of getting burned (which seems to be happening very frequently) Blizzard probably figures that it is punishment enough, and that as more and more people get scammed the word will get around.
