Edit: Ok Ualaa had posted before I saw it. LOL anyway heres my interpretation.

Call blizzard and tell them its not working the way it should. Make sure you have in your chat window your xp gained (could be on a seperate XP tab, just create a new tab to do this). They will help you. Them linking the accounts together isn't the way they fixed mine, so not sure how long it would take effect once they linked it, should be immediate. They should have killed the current accounts and gave you new keys, tell them thats what someone you know did, so they might fix it that way for you.

Boosting levels works like this:

Account A - Linked - Account B - Linked Account C - Linked Account D - Account E

You cannot grant levels beyond the level of the toon that is granting the levels up to a maximum of level 60.

Example is given of if one team of all level 60 characters quested, ran dungeons, or leveled up in PVP, would grant levels in a chain down through each account.
  • Account E grants 30 levels from the toon that hit level 60, to account D. (Account E Has 30 grantable levels)
  • Account D grants 45 levels from the toon that hit level 60, to account C. (Account D Has 30 grantable levels, plus 15 gained from the boosted toon)
  • Account C grants 52.5 levels from the toon that hit level 60, to account B. (Account C Has 30 grantable levels, plus 22.5 gained from the boosted toon)
  • Account B grants 56.25 levels from the toon that hit level 60, to account A. (Account B Has 30 grantable levels, plus 26.25 gained from the boosted toon)

Note that levels granted are always rounded down. And that each level you gain, that includes from being boosted by RAF level granting, will enable the leveled up toon to then gain half of gained levels as granted level credit to the RAF recruiter.

Basically Big brother account gets rewards from Little brother account, but only half of which little brother gained.

Hope that makes sense, had to do the math in my head to make it somewhat ledge-able.
