The main account does have some heirloom gear, but my understanding is that the 300% xp bonus is the cap and heirloom gear xp bonus is ignored.
It is not ignored as far as I know and would most likely be the reason for the gap in levels. Your combat log
shows how much XP you get and breaks it down though I'm not sure if it breaks down heirloom gains into a
separate category.

I believe the easiest and quickest check for this would be when you're about to turn in a quest... are both
dialogue windows reporting the same turn in XP? If not, heirlooms are working with RaF.
