I would have your main spammed key.
Which does a bunch of Do Mapped Key Actions, one per character on the team.

Then have those Do Mapped Key actions have multiple steps.
So your Mage can receive, on their Mapped Key...
Step 1 = 1
Step 2 = 2
Step 3 = 3
Check to do not advance for "x" seconds, possibly include reset to step 1 'x' seconds from first/most recent push.
Or possibly Do Not Advance, no timer... and then have another manual mapped key that resets the rotation to the start.

The spam mapped key has the rogue toon do:
Step 1 = 1
Step 2 = 2
Step 3 = 3
Step 4 = 3
Step 5 = 3
Step 6 = 4
