Guild perk "Bartering" works on all vendors?

Hello simple question:

Does "Bartering" guild perk (10% reduced price on all vendors) work on "Roxi Ramrocket"? The one that sells the items to make a chopper, normaly 12500g. I know it works on the Vial of the sand vendor but just whant to get it confirmed for this one.

I would assume yes, but cannot say for sure.

The answer might be, it works on any NPC that is on a faction that can improve.
Not sure if the guild perk specifically gets you the discounted value or if it gets you the maximum faction discount; the wording will likely be important.
That also assumes your NPC is not on a faction in which players can raise their standing... if they are, than either wording would likely get you the discount.

Can confirm that a friend of mine (level 25 guild) recived a 1250 Gold discount, so that means it works. The new price was 11250
