Chainheal is powerful, but not spamable and its unique and its not always best for every situation.

(hint - it is spamable, I've got a screenshot at home of 12+ shaman spamming a single player in IF with chainheal...)
Okok let me rephrase, in PVE encounters if you find yourself casting just after your other cast is finished you will find yourself out of mana quickly not as mana effective as our other healers.
You just need to downrank.
