Ideally, you'd want to be on a server with a 40-45 to 55-60 split.
And be on the side with the fewer toons.

Close to 50/50 gets you a chance to win, instead of losing to vastly larger groups always.
And having fewer toons on your side increases the chances of both world PvP and getting all of your toons into TB.
