Two of my alts are using i-INC 19" panels. They were dirt cheap and have no bad pixels or obviously crappy performance. If you're going to get out a magnifying glass and look for issues, you'll find something wrong with anything you buy. If you just want something that's cheap but acceptable for alt PCs and you aren't trying to do professional Photoshop or HD video work on them, these or the inexpensive Dell's will work fine. I'd stay away from the Sceptre or HannsG panels, though, as they're old tech that's been recycled, basically (large .28DP pixels, crappy contrast/brightness, low color support, slow response times, etc. ad nauseum).
